Job description

IMSG is looking for mid-level (Level III) and senior level (Level IV) program managers to join our team to provide programmatic and technical services to the National Weather Service (NWS) Office of Science and Technology Integration (OSTI) and NWS Environmental Modeling Center (EMC) to effectively plan, implement, and track projects, as well as assess and control performance to meet the goals and objectives of the program office throughout the program and project life cycles. The team provides program manager services in planning and tracking of projects, communicate task status and schedule changes promptly and produce monthly status reports and highlight task completion schedules, work schedule variations (if any), other milestones and work product deliveries. The team also prepares technical documents and reports, provides support in technical coordination, monitoring of the flow atmospheric chemical concentration data, maintaining and improving tools for monitoring of product timeliness, preparation and updating of program level plans, supports program outreach with the focus group of air quality forecasters, with constituents, and with external user community questions and answers based on subject matter scientific knowledge of meteorology, chemistry and atmospheric dispersion 

Requirements

Minimum experience: Level IV –  At least 25 years of work experience in the areas of experience with mid-level scientific, technical and programmatic services to effectively develop, plan, implement, and track projects, assess performance and risk to meet the goals of NOAA, Navy, or Air Force for atmospheric and numerical weather prediction. Background and knowledge in research and/or systems engineering initiatives related to weather forecasting, numerical weather modeling or similar experience. Experience with development of strategic plans, budgets, and programmatic assessments within government or military environments. Must demonstrated experience working with senior level executives and possess effective oral and written communication skills. Level III – At least 15 years of working experience with the above described scope. 

Minimum education: Level IV – Graduate degree from accredited college or university, in Meteorology or a related physical science. Level III – Graduate degree from accredited college or university in environmental science, business administration, social science, project management. 

Functional Responsibility:  Level IV – Work with the government directors, branch chiefs and team leads to develop, document, and track modeling efforts, budgets, milestones, and schedules in support of the Next Generation Global Prediction System (NGGPS). Provide high-level scientific, technical, and programmatic services to effectively develop, plan, implement, and track projects; assess performance and risk to meet NOAA goals and objectives. Help establish schedules and document roadmaps for developing and/or upgrading and coupling weather model components. Prepare briefing materials, reporting, and provide documentation for general information. 

Level III – Work with the Senior PM contractor to support the government director, branch chiefs and team leads to develop, document, and track modeling efforts, budgets, milestones, and schedules in support of the NGGPS. Provide mid-level scientific, technical, and programmatic services to effectively develop, plan, implement, and track projects. Monitor, track, manage and execute programmatic funds for NOAA projects. 

Desired:

  • Demonstrated ability to work efficiently in a team environment and communicate effectively using good oral and written communication skills.
